SC Acquits Remaining Gloria Macapagal Arroyo plunder case, sets her free

Gloria Macapagal Arroyo, Gloria Macapagal Arroyo freed

The Philippine Supreme Court dismisses the plunder case against former president Gloria Macapagal Arroyo with a vote of 11-4 and sets the motion for her release. She has been detained at the Veterans Memorial Medical Center since October 2012.

The remaining plunder case is about the alleged misuse of P366 million Philippine Charity Sweepstakes Office (PCSO) fund from 2008 to 2010.

The justices who voted against Arroyo are Chief Justice Maria Lourdes Sereno, Senior Associate Justice Antonio Carpio, and Justices Marvic Leonen and Benjamin Caguioa. Of the 4, only Carpio is an appointee of the former president.

The 11 justices who ruled in favor of the former president are:

Justice Presbitero Velasco Jr
Justice Teresita de Castro
Justice Arturo Brion
Justice Diosdado Peralta
Justice Lucas Bersamin
Justice Mariano del Castillo
Justice Jose Perez
Justice Jose Mendoza
Justice Bienvenido Reyes
Justice Estela Perlas-Bernabe
Justice Francis Jardeleza
Of the 11, three are appointees of Aquino: Bernabe, Reyes and Jardeleza.

Arroyo’s lawyer, Ferdinand Topacio, said they received the same information about the acquittal. In a statement, Topacio said: “The Supreme Court has once again proven itself to be the final bastion of justice and the rule of law. Its ruling today has validated what we have been saying for six years now: that the charges against former President Gloria Macapagal-Arroyo are nothing more than disingenuous attempts at political persecution by a corrupt and inept Aquino administration intent on covering up its gross lack of accomplishments by harassing its political opponents."

The Supreme Court said that the evidence against her are weak. Before this ruling the Supreme Court already stopped her trial at the Sandiganbayan.

The 69-year-old Arroyo is currently a representative in Pampanga.

Duterte Sided With the Illegal Squatters

MANILA, Philippines - President Rodrigo Duterte vows to protect and find a way to help and uplift the lives of the poor and she promised that squatter shanties would not be demolished until the government finds a suitable relocation site.

“During my time, there will be no demolition if there is no relocation. I won’t let it happen,” Duterte said during the fellowship dinner of the San Beda College of Law alumni at Malacañang last Sunday.

“If you destroy their houses, they have nowhere to go. Ano, parang aso (What, like dogs)?” he said.

Duterte promised to generate funds and spur economic activity so that the poor can have sources of livelihood.

“I would be very generous to them. I’d look for money. That’s what we want to do. We will go for a suitable relocation,” the President said.

“We have to build new industries. We have to create an activity, economic or otherwise,” he added.

Duterte said he already informed Bureau of Internal Revenue Commissioner Caesar Dulay that he needs a lot of money because he has “so many problems.”

“I have to address the economic conditions of everybody, including and perhaps first those who are poor,” he added.

Duterte said he has reminded Dulay to be strict in collecting taxes to ensure that the government has enough funds for its anti-poverty programs.

The President, in particular, instructed internal revenue officials to strictly enforce laws on tax-free importation of goods.

Before he assumed office, Duterte said he wants to establish economic zones outside Metro Manila to create jobs for the poor and to promote development in the countryside.

He said the economic zones would serve as trading centers and relocation sites for informal settlers in congested Manila.

“I intend to spend most of the money for this year to alleviate hunger and poverty. Then I will ask the engineers, I will look for land, we will build eco zones,” Duterte said in a press conference last May.

“I have to build a new environment for the people. I will place them in eco zones and provide them assistance. I will build hospitals there. There will be economic activity,” he added.

Pictures of President Rodrigo Duterte and the Cebu-Based Businessmen and suspected Drug Lord Peter Lim are being shared on Facebook. The said pictures was posted on Facebook by the facebook fanpage named “Facts Against Ignorance” and it was inundated with negative reactions from the supporters of President Rody Duterte.

The poster said that Peter Lim is a contributor to Duterte campaign and now the President is paying his debt to the suspected drug lord. But according to the SOCE that President Duterte submitted to the Commission of Election, Peter Lim didn’t appear in the list of the donors.

Supporters of the president accused that the photo was Photoshopped to spread black propaganda against him. I voted for Du30 and it doesn't mean that if you have a picture taken with him you are protecting him.

According to Inquirer, Lim and Duterte are “kumpare,” as they both stood as primary sponsors during a wedding at Shangri-La’s Mactan Island Resort and Spa in Lapu-Lapu City in Cebu province on June 25, according to Lim’s spokesperson, Dioscoro Fuentes Jr.

Fuentes called a news conference here on July 8 to deny that the businessman was the Peter Lim named by Mr. Duterte in an address on national television the day before as the one of the country’s top drug lords.

He said Mr. Duterte and Lim were among the principal sponsors at the wedding of Yuri Ofek, an Israeli expatriate who works as country manager of a local business outsourcing company, and Beatrice Borja.

Other principal sponsors included Sen. Cynthia Villar and her husband, former Sen. Manny Villar. Their son, Mark, is now the secretary of public works.

The Real Reason Why Former President Noynoy Aquino Suspended Cebu Gov. Gwen Garcia

Gwen Garcia, Cebu, Garbo

In a Facebook page Cebu Gov. Gwendolyn Garcia posted the real reason why she was suspended by Former President Noynoy Aquino. She wants a total war against drugs with PDEA, the AFP and the PNP teaming up. Unfortunately, one of the five generals named by President Duterte then Assistant Regional Director General Marcelo Garbo Jr. refused.

Garcia chaired the Regional Peace and Order Council (RPOC) of Region 7, during her second term as Governor of Cebu. During her 3rd term in 2012, a suspension order was issued against the governor by Former President Noynoy Aquino.

Garcia said after the suspension order was served, Garbo – who was then-police director of Central Visayas – came to her office. “He reminded me of that exchange of words we had and his refusal to join me then in my campaign against illegal drugs,” she stated.

She went on to say that Garbo told her that he was ready to join Agnes Magpale (Liberal Party’s anointed OIC Governor) and turn the Capitol into a garrison state.

Duterte names Generals That are Involved in Illegal Drugs Trade

CLARK, Pampanga – President Rodrigo Duterte last Tuesday revealed the top police officials allegedly involved in the illegal drugs trade or protection of drug syndicates.

“I am compelled by my sense of duty to tell you the police who contributed to deterioration of law and order in this country,” Duterte said in his speech at the 69th anniversary of the Philippine Air Force here.

Duterte named former Philippine National Police (PNP) deputy director Gen. Marcelo Garbo Jr., Gen. Vicente Loot, Gen. Bernardo Diaz of Police Regional Office 6, former National Capital Region Police Office (NCRPO) chief Joel Pagdilao, and  former  Quezon City Police District (QCPD) chief Edgardo Tinio

Garbo and Loot are already retired; the other three are still on active duty. Loot is incumbent mayor of Daanbantayan town in Cebu.

Duterte mentioned in his speech that Diaz was from Region 11.

“As of this time, I order them relieved from their assignments and report to the Director General (Ronald dela Rosa),” Duterte said.

Retired police general Marcelo Garbo the most senior among 5 generals whom President Rodrigo Duterte has accused of involvement in illegal drugs, said that the president was fed the wrong, poison info.

"This is a sad day for those who believe in righteousness, integrity, and honesty," retired Police Deputy Director General Marcelo Garbo Jr told Rappler Tuesday evening.

"I believe the President was fed by people close to him with wrong and poison information," added Garbo, who retired in March 2016 as the Deputy Chief of Administration or second-in-command of the Philippine National Police (PNP).

Retired General and former PNP director Vicente Loot, now mayor of Daanbantayan, Cebu said "I will be tried by publicity. I hope I could be given the chance to clear my name."

Chief Superintendent Joel Pagdilao on Tuesday said he could prove to the public that he was not involved in the illegal drug trade as alleged by President Rodrigo Duterte.

In a television interview, Pagdilao denied that he was protecting drug syndicates.

"Wala pong katotohanan na ako'y protektor ng iligal na droga. Matagal na po tayo lumalaban sa iligal na droga. Commander po tayo. Lagi po natin ipinag-uutos ay hulihin ang malaki o maliit man nagbebenta ng iligal na droga," Pagdilao said.

"Kaya ko pong linisin ang aking pangalan at alam ko po na ligal ang aking pinapagawa sa aking mga tauhan," he added.

Pagdilao, a former chief of the National Capital Region Police Office, added he was willing to undergo a lifestyle check.

"Nakahanda ako ipagtanggol ang aking sarili at pangalan ng Pagdilao," he said, even as he admitted that Duterte's pronouncements saddened him.

Pagdilao also admitted that the president's accusation had caught him off guard.

"Sa totoo lang, wala akong inkling na mababanggit 'yung pangalan ko," he said on GMA News TV's "State of the Nation with Jessica Soho". "Because for the past 32 years talagang ginampanan ko ang trabaho ko ng tapat, may pagmamahal sa trabaho, lalong lalo na itong paglaban sa iligal na droga."

"The records speak for itself. Hindi ko hinaluan ng kalokohan ang aking pagseserbisyo."

Former Quezon City Police head Chief Supt. Edgardo Tinio denied his involvement in drugs and said he is willing to face the President to clear his name.

“I was in shock. Nanginig aking laman noong nalaman ko na isa ako sa mga heneral na allegedly involved sa drugs (I was angered when I learned that I was among the generals allegedly involved in drugs),” Tinio said in an interview over DZMM radio on Tuesday.

Tinio said he never engaged in any illegal drug activity from the time he graduated from Philippine Military Academy as a second lieutenant in 1986.

“I am more than willing to undergo an investigation and a lie detector test, to face my accuser and face the President. I can see him eye to eye and tell him not involved in any shenanigans and nefarious activities,” he said.

“Kung may tauhan akong gumawa ng kalokohan, imbestigahan mga tauhan ko sa QCPD (If one of my men committed a wrongdoing, investigate them at QCPD) and let the ax fall where it may,” Tinio said.

Tinio, who is set to retire next year, said after clearing his name, he would opt to retire early from police service.

Police general Bernardo Diaz denied the accusation against him and said that he will report to Camp Crame.

"The report that I'm a drug protector is not true. Kilala n'yo ako," Chief Superintendent Bernardo Diaz, former Police Regional Office 6 director, said in a text message. He added: "I will report to Camp Crame tomorrow (Wednesday) morning."

NoyNoy Aquino Reacts to the Multiple Homicide Case for Mamasapano massacre

Mamasapano massacre, Multiple Homicide Case, Noynoy Aquino, Benigno Aquino III

Former president Benigno Aquino III on Friday cries foul on the case filed against him for multiple homicide for the death of 44 police commandos in the botched Mamasapano operation. He said, "instigators of this case, in furtherance of their objectives, are setting up the loved ones of the SAF 44 for even more suffering.”

“The loss of the SAF 44 is a tragedy. I reiterate that if my instructions to then-SAF Director Getulio Napeñas were followed to the letter, perhaps the risks of the operation could have been minimized, and that this tragedy could have been averted.”

“Let me emphasize: The families of the SAF 44 have experienced so much pain. I am worried that the instigators of this case, in furtherance of their objectives, are setting up the loved ones of the SAF 44 for even more suffering".

It was the Volunteers Against Crime and Corruption (VACC) who filed the complaint against the former president at the Office of the Ombudsman. They accused him of reckless imprudence resulting in homicide for his alleged role in the “Oplan Exodus” operation that led to the deaths of 44 elite troopers of the Special Action Force (SAF) on January 25 last year in Mamasapano, Maguindanao.

Noynoys buddy, dismissed former Philippine National Police (PNP) Director General Alan Purisima and former SAF Director Getulio Napeñas are also named in the complaint.

The VACC and the SAF 44 families were represented by lawyer Ferdinand Topacio.

“I am curious as to how Atty. Ferdinand Topacio intends to support his absurd accusations in connection with the tragedy that happened in Mamasapano. I guess this is to be expected from an attention-seeker such as he,” Aquino said. “I have instructed my lawyers to study possible actions at the appropriate time against those who instigate the filing of frivolous cases, which are nothing more than harassment,” he added.
