Philippine cops eyed in 8-year-old's abduction
A GROUP of rogue policemen believed to have forged an alliance with a notorious organized crime group is being eyed in the abduction of an eight-year old boy in a school bus in Laguna.
The victim was rescued by agents of the National Bureau of Investigation in Taytay, Rizal Tuesday days after he was snatched in front of his classmates in Barangay San Francisco, Biñan, Laguna.
Highly-reliable sources said the suspects who are known to have links with the dreaded Ozamis –Alferez organized crime group are also believed responsible for at least two other recent kidnapping incidents.
“We’re still investigating the real identities and background of the suspects,” a security official who refused to be named said.
Justice Secretary Leila de Lima insisted that the abductors of the boy tried to demand ransom from his parents until an informant led NBI operatives to a small house inside Pinesville Subdivision in Taytay where they found the victim alone and starving.
The abandoned shanty had been subjected to a routine inspection by police investigators hoping to find more clues that will lead them to the kidnappers.
Investigators are also trying to locate the anonymous caller who tipped off the location of the victim amid the possibility that the informant knows something about the incident.
De Lima ordered the NBI to transfer the boy to the custody of the PNP Anti-Kidnapping Group for further investigation.

'Most cops tagged in abuses are new'

MANILA, Philippines – Most of the policemen involved in abuses, irregularities and crimes are rookies, usually with the rank of Police Officer 1 or 2, Philippine National Police (PNP) chief Director General Nicanor Bartolome said Friday.
Bartolome said the PNP is now evaluating the training modules for police applicants to determine and address the problem on crime involvement of police officers, who just entered the police service.
“We are studying the factors why our new policemen got involved in abuses. We have already strengthened the procedure in the neuro–psychiatric evaluation to ensure only the mentally fit are accepted in the force,” Bartolome said.
He said he has instructed unit commanders to conduct a periodic dialogue with their members to guide them in their daily activities, particularly in dealing with the public.
The PNP chief added that they are evaluating the background of every rookie police officer who committed abuses.
He also noted that the immediate superiors of policemen involved in crimes will also be evaluated on why he or she failed to guide their personnel.
Bartolome said they are investigating policemen who allegedly robbed a family in Manila last month. The victims later identified the policemen when they went to the police station to report the crime.
“What I can promise is that we won’t allow erring cops to stay in the police service,” he said.

Robbery with Multiple Homicide
Police Officers 1 (PO1) Yure Jayson Smith Afos
and Noel Almeda Breboneria, Jr.
Last April 28, 2012, at 11:45 daylight, two Police Officers 1 (PO1), Yure Jayson Smith Afos and Noel Almeda Breboneria, Jr., along with ex-Philippine Marine Sgt. Rey Rufino, shot and killed 2 meat traders, Ruel Malimban and Juanito Molina, at the meat section of the Mega Public Market in Pasig City. A traffic enforcer, Jonathan Mariano was also shot and killed when he tried to run after the suspects. While a bystander named, Gibson Urban, was wounded in the incident.
Police Officers Yure Jayson Smith Afos and Noel Almeda Breboneria, Jr. were both assigned at the Philippine National Police (PNP) Headquarters Support Service in Camp Crame, Quezon City. The said two were reportedly not on their duty nor on their listed addresses in Quezon City when the incident happened.
Ex-Marine Sgt. Rey Rufino, who was arrested immediately after the incident, pointed the two police officers as his accomplices. He also pointed out in a recent interview which was shown on ABS-CBN’s TV Patrol, that the motive wasn’t just to take the victims’ money - that it also involves with the meat trading business.
Together with the P112,000 cash which was taken from one of the traders, and a .45 caliber automatic pistol which Rufino used, just a few distance away from the public market, a get-away car parked along Caruncho Avenue, Barangay San Nicolas, was also discovered, thus where the IDs and other stuff of the 2 policemen were found.
Family hogtied, robbed by Sta. Ana cops
MANILA, Philippines - Four men, including two policemen, broke into the house of a real estate firm executive, hogtied his family and took nearly P3 million in valuables in Sta. Ana, Manila Wednesday night.
When sales manager Mico Bagui, 36, and his wife, Shantal, 34, went to the nearest police station Friday to report the crime, they were surprised to find that two of the robbers were members of the Manila Police District (MPD) Station 6 in Sta. Ana.
Police Officer 1 Roberto Cruz, who happened to be at the station, was arrested by his colleagues and charged with robbery.
Another Station 6 policeman, PO3 Morris Balindog, has gone into hiding, officials said.
The Baguis told The STAR yesterday that four men barged into their home at around 8:30 p.m. Wednesday, looking for a certain “Eric” and “Anton.”
He said the men told them to lay face down on the floor, then hogtied them and herded them into the bathroom.
“They took everything… jewelries, money and even food in the refrigerator. They even took perfumes and baby diapers,” Shantal said.
The family said they lost only P15,000 cash, but their jewelry and watches like Rolex, Cartier and Chopard were taken.
Earlier, acting on tip from a source, Bagui and several policemen tried locating the suspects and came upon barangay security chief Regente Osalla, who was apparently trying to help Balindog and his wife escape. The Baguis also positively identified Osalla during a confrontation at the MPD headquarters yesterday.
Cruz and Osalla denied the allegation but police investigators said their alibis cannot stand against the identification of the victims.
Osalla said he was at the barangay hall at the time the crime was committed and he did not know anything about the activities of the two policemen until Balindog’s wife called him up and instructed him to bring them their car, some clothes and money to a designated meeting place.
He said he was about to meet the Balindogs when he was arrested.
