It is a sad part about Philippines, this things abound because of poverty and lack of Political will. In the Philippines Juvenile offenders have no criminal liability for crimes that they have committed, they can kill, rape, rob that is all good under moronic Philippine laws. DSWD will take care of them by listing their names and letting them go.
