Association of Southeast Asian Nations Convention on Trafficking in Persons (ACTIP) has identified the Philippines as a source country for human trafficking.
Department of the Interior and Local Government (DILG) said that human traffickers use the Philippines as a destination and transit country for individuals who are subjected to trafficking in persons, particularly forced prostitution and labor.
Victims come from poor and rural areas in the southern and central parts of the Philippines, and are sent to urban centers in Metro Manila, Cebu, and Mindanao.
The two-day Association of Southeast Asian Nations Convention on Trafficking in Persons (ACTIP) workshop was conducted in support of international and regional efforts to combat trafficking in persons (TIPs). They have developed a draft on ASEAN convention and regional plan of action against TIPs. It also facilitated cooperation among ASEAN member-states to prevent and combat TIPs in the region, paying particular attention to women, children, and economic and cultural minorities; protect and assist the victims of such trafficking; and ensure just and effective punishment of traffickers.

Anthony Bourdain Enjoys Halo-Halo
On the episode 2 of Anthony Bourdain Parts Unknown he traveled to Los Angeles. Bourdain specifically explored Koreatown, where he ate like a local with his two guides, Korean-Americans Roy Choi and David Choe.
Bourdain also visited popular Filipino fast-food joint Jollibee, he ate a fried Spam slider known as the Little Big Bite and an Aloha Burger (with pineapple slice), he also enjoyed halo-halo.
Halo-halo consists of red beans, white beans, chick peas, Jell-O, coconut, shaved ice and flan.
"It makes no Goddamn sense at all," said Bourdain, "I love it."
Bourdain also called the purple, yellow and green treat "oddly beautiful."

4 buried in Garbage in Rizal
MANILA, Philippines (Xinhua) - Four people are missing after being buried by pile of garbage in Rizal, reported by the National Disaster Risk Reduction and Management Council (NDRRMC).
The avalanche of garbage occurred on Friday afternoon at Rodriguez Landfill in San Isidro village in Rodriguez town.
"Four employees (of the landfill) were reported missing and were believed to have been buried in the trash slide," NDRRMC said.
The victims were named Gary Balahibo, Pablito Esto, Eddie Malano, and Rovidico Olod, it said, adding that search and rescue operation has been ongoing.

'Dugo-dugo' gang strikes in Mandaluyong took P15-M in cash, jewelry
MANILA - A maid from Mandaluyong City was duped by a suspected member of the "Dugo-dugo" gang and got away with P15 to P20 million in cash and jewelry.
Police said an unidentified person called up a house in Wack-Wack Village and pretended to be the maid's employer.
The caller told the maid that she figured in an accident and needed money – the modus operandi of members of the so-called "Dugo-dugo" gang.
The unwitting maid used a crowbar to open her employer's vault, which contained pieces of jewelry and a huge amount of cash. She then went straight to a place in Caloocan to meet the caller and hand over the items.
The maid's employer has no plans yet to file charges against the maid.

Rigondeaux Defeated Donaire via unanimous decision
Another Filipino boxer fall, Nonito Donaire lost his superbantamweight championship to Cuba’s Guillermo Rigondeaux via a unanimous decision.
All three judges scored it for the former Olympic gold medalist and World Boxing Association titlist, with the scores reading 114-113, 115-112 and 116-111.
Donaire knockdown Rigondeaux in the 10th when he landed a left that dropped Rigondeaux for the first time in his professional career, but the Cuban came back storng int eh last two round to put the outcome beyond doubt.
Rigondeaux proved to be an elusive target for the hard-hitting Donaire, frustrating the Filipino with his speed and body movement. The Cuban, who was fighting in just his 12th professional bout, took control early and never gave Donaire a chance to get into rhythm.
The Filipino Flash appeared to have turned things around with that 10th-round knockdown, but instead of capitalizing on his newfound momentum, slowed down in the 11th and allowed Rigondeaux to steal the round. In the 12th, Donaire injured his right eye after both fighters fell to the canvas, and whatever chance he had to steal a win evaporated as he spent the rest of the round covering his right eye and unable to go on the attack.
The punch statistics showed that Rigondeaux was the more active and accurate boxer: he threw 396 punches and connected on 129 of them for a 33% rate, while Donaire threw 352 and landed only 82 for 23%.
It was the first loss in 30 fights for the Filipino Flash, and comes just eight days after Brian Viloria lost his flyweight belts via split decision to Juan Francisco Estrada and four months after Manny Pacquiao lost via knockout to Juan Manuel Marquez.
Donaire fell to 31-2 with 20 knockouts, while Rigondeaux stayed undefeated in 12 bouts. Around an hour after the bout ended, Donaire posted a message on his official Twitter account, thanking his supporters and congratulating Rigondeaux.

BIR names top taxpayers of 2011
BIR published the lists of top taxpayers of 2011:
1. Smart Communications, Inc. (Smart) in first place after paying a total of P10.235 billion.
2. Distribution utility Manila Electric Co. (Meralco) in second payed P8.3 billion,
3. Shell Philippines Exploration BV, retained its 2010 rank with P6.367 billion.
4. Chevron Malampaya LLC, paid P6.31 billion.
5. Nestle Philippines, Inc. was ranked fifth with P4.886 billion.
6. Homegrown beer maker San Miguel Brewery, Inc. paid P4.775 billion in taxes.
7. Globe Telecom, Inc., with P4.522 billion.
8. Philip Morris Fortune Tobacco Corp., Inc., paid P3.709 billion.
9. Petron Corp. paid P2.62 billion, after ranking 40th in 2010 after.
10. Gold-copper miner Philex Mining Corp. retained tenth place and paid P1.876 billion in taxes in 2011.
Government-owned or -controlled firms such as Philippine Amusement and Gaming Corp. (P960.26 million, 16th), the Philippine Ports Authority (P718.215 million, 26th), and Philippine Deposit Insurance Corp. (P511.63 million, 44th) also figured among the top 50 corporate taxpayers for 2011.
Other large firms in the top 50 were Manila Water Co., Inc. (P1.29

3 Tarlac cops beating man video goes viral
A youtube video showing three policemen beating up on an unidentified man wearing an orange shirt in public has gone viral on the Internet and generated negative reactions.
Chief Supt. Generoso Cerbo Jr., PNP spokesman, confirmed the policemen in the video—apparently taken with a mobile phone camera—were active members of the Paniqui, Tarlac, police.
He identified them as Police Officers 2 Ritchel Antonio, Gerardo Bermudez and Fernando Acosta.
He said the incident, which was witnessed by a number of people, including students and children, took place on March 4 in Paniqui.
Cerbo said Senior Supt. Alfred Corpus, Tarlac police director, swiftly ordered the administrative relief of the erring PNP personnel and placing them under restrictive custody.
“We guarantee to the public that the PNP will not tolerate this kind of behavior of our men. We will do a thorough and fair investigation of this incident,” said Cerbo.
“It’s really difficult to conclude anything based on what we saw in the video because we did not know what happened before and after the incident. In fact, one of policemen filed a case for direct assault and physical injuries against the supposed victim,” Cerbo said.
Cerbo said the three policemen came to arrest the man who, according to Corpus, was the subject of a complaint for slight physical injuries.
The incident happened in broad daylight and in full view of motorists and passersby, among them students in uniform.

Mirage recalled for Defective Brake
Mitsubishi Motors Philippines Corp. (MMPC) will recall more than 1,000 units of its subcompact Mirage GLS due to a brake system flaw, the Japanese carmaker said in a statement on Friday.
MMPC said it had notified the Department of Trade and Industry of its safety recall of the Mitsubishi Mirage GLS models equipped with antilock brake system (ABS) both for manual and automatic transmission variants.
“The purpose of this safety recall is to replace the front wheel speed sensors. These sensors were found to have insufficient waterproofing if penetrated by water from rain and/or during car wash may cause the ABS system not to function correctly,” MMPC said.
The replacement procedure of the deficient part will take about an hour and will be free of charge. Coverage of this safety recall are units sold between November 2012 to March 2013.
“Although there has been no reported accident as a consequence of this problem, MMPC was directed by its principal, Mitsubishi Motors Corp. Japan to voluntarily conduct this safety recall as its proactive commitment to quality and consumer safety,” the company said.
MMPC said it would announce the Vehicle Identification Numbers (VIN) of the 1,420 units of Mirage vehicles affected by the recall. The numbers will be posted on the firm’s website www.mitsubishi-motors.com.ph. Customers may enter their VIN in the website to check if their unit is included in the recall. In addition to this, all affected customers will be notified in writing by registered mail.

Metro Manila rattled by a 5.3-magnitude earthquake
Manila, Philippines was rattled by a moderate earthquake that shook buildings, there were no immediate reports of damage or casualties.
According to US Geological Survey the 5.3-magnitude quake struck at 10:27am local time (0227GMT), 158 kilometres northeast of Manila. It had a depth of 38 kilometres.
The epicentre was near the town of Casiguran, 220 kilometres north of Manila, and was also felt in the surrounding areas including Manila.
According to US Geological Survey the 5.3-magnitude quake struck at 10:27am local time (0227GMT), 158 kilometres northeast of Manila. It had a depth of 38 kilometres.
The epicentre was near the town of Casiguran, 220 kilometres north of Manila, and was also felt in the surrounding areas including Manila.

Jobseekers warned vs online scams offering jobs in Portugal
Prospective overseas Filipino workers were warned Monday against online scams offering job opportunities, as well as entry and working visas, in Portugal.
In a statement, the Foreign Affairs Department said the Philippine Embassy in Lisbon had noted a rise in the number of OFWs victimized by the scam.
"The Embassy has recently noted an upsurge in the number of Filipinos who have been victimized or have received emails from alleged companies or law firms in Portugal who offer jobs and/or promise to process entry/visa permits for employment through payment of exorbitant fees by money transfer," it said.
It said the Philippine Embassy in Lisbon has requested companies in Portugal to issue their own public advisories. Also, it is coordinating with local police authorities to address the problem.
The DFA said that in some cases, "unscrupulous individuals" even misrepresented reputable companies in Portugal by "using information on their websites but replacing their contact information."
It said the scammers then require fees for “Entry-Clearance Certificates,” “International /Overseas Employment Certificates-(I/OEC)” and “Affidavits of Guarantee Fund.”
Also, it said the IOEC being required by the scanners is not the same as the OEC issued by the Philippine Overseas Employment Administration (POEA).

Due diligence
The DFA also urged the public to "exercise due diligence and caution" in dealing with unverified parties.
"Be aware that business companies with international dealings rarely hire employees solely on the basis of a curriculum vitae but will always require personal interviews," it said.
Also, it said prospective employees should be "wary of job offers from individuals who ask for fees for testing or processing of documents prior to employment because this is a sure sign of a scam." — RSJ, GMA News
